That sounds like a good idea to add to the discussion.

One comment about the relationship between the target model and the build 
model....

The build model needs to know how to get commands that build for a 
particular target. If you are building for Xtensa processors, for example, 

you need to use the xtensa versions of gcc et al. So I think that the 
build 
model needs to know about the target model, even if it's not the target 
model itself.
