Include org.eclise.birt.chart.device.pdf, batik 1.6 and Xerces-J 2.8 in BIRT build

Add org.apache.batik.pdf.feature , org.apache.batik.feature , org.apache.xerces.feature to org.eclipse.birt.sdk.feature

And add org.eclipse.birt.chart.doc.isv.feature and org.eclipse.birt.doc.isv.feature to org.eclipse.birt.sdk.feature too

Add plug-in org.eclipse.birt.chart.device.pdf to org.eclipse.birt.chart.runtime.feature
