In regards to the non-standard overlay name.   I believe this was done 
to force the ADT's xml formater to take precendence, as there is no way 
to specify which one is taken if there is more than one, when you do a 
Source->Format.   If the ADT one is not the first one, than the default 
xml formatter provided by XML Web Tools takes precendence and it doesn't 
format the files the same way.

There were some notes I believe in the original code as to why the named 
that overlay that particular way.
