a moduleType is always a project and not an individual file. Is that correct?

I believe that a
ModuleType is more usually assocated with a facet (which would exist on a
project).
Therefore a project would need to have a facet (ie. bpel) then that would be
associated to a module type, there might be other ways but this is how
I've seen it used
