[wtp-releng] 3.10 tag naming convention change

Hi all,
I notice that someone has recently added a tag to the servertools repo for Photon called 3.10.0 and created a branch called 3.10.x. This name tag and branch name is different from our naming convention in the past. If we follow our original naming convention, the tag will be as named R3_10_0 and the branch will be called R3_10_maintanence.
I don't recall I have seen previous discussions on changing our tag and branch naming convention in the past (it can very well be I have missed that discussions before). I am not opposing to the change but I just want to make sure this is intentional and the naming convention change has been widely discussed and agreed before.
