Do I need to contact the WTP Git administrator to get this fixed? If so, who should I contact?
It seems like it an underlying SSH issue. It's more Eclipse an infrastructure issue than a Git problem. You should open a bug against Eclipse Foundation > Community > Git asking webmaster to ask for help.
