Because of the way it is set up, the build of org.eclipse.wst.common.project.facet.doc.api returns a 1 (which terminates the entire WTP build) when we set the target platform to any Eclipse 4.4 driver. I opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=415174 to address this bug, and I also took our (then) latest WTP 3.6 build and did a p2 install into the Eclipse 4.4 M1 driver and ran a quick sniff test on it- all appeared to work. As such, we decided during the WTP Developer Status call that we would go ahead and declare our Luna M1 driver and contribute it without updating the prereqs in the build, but that we would address that issue as soon as possible.
Also, note that the WTP build is not set up to do javadoc. That project was set up with its own javadoc.xml, and as such the project itself must be fixed, not the WTP build. But this is a problem building javadoc, not an issue with any known code or API.

Also, I missed the status meeting yesterday regarding the other Luna pre-reqs. What is the plan for pulling in the core dependencies?
