bug queries so that the ones that need status are more accurate.

Remember we are producing both Galileo SR2 RC2 this week, plus our Helios
M5. 

Accordingly I've turned on the "count qualifier change as error"
in the unit tests. 

Please fix BOTH streams at the same time. I noticed some are flagged in
both streams, 
as requiring attention. And, remember, you don't need to wait until it
literally flags an error, 
you can look at any versioning report, and known issues are listed there
(even if not flagged as unit 
test failure). 

I have also turned on "signing" for both streams, so remember
each build will take about 
2 hours longer than they have been, so there will not be as many builds
completed, before 
our Wednesday deadline (EOD prefered, but midnight, Eastern time, is the
absolute 
latest, to have builds ready to test by Thursday morning).
