I've not seen that (and have installed a few times from 'staging') 
but I'd suggest to open a bug against P2 with the information you have. 
Even if not reproducible, if they start to collect a bunch of 
reports such as yours, it might merit some active investigation. 

Off hand, looks like it could have been a mirror problem, but I 
thought P2 was supposed to recover from mirror problems. I assume 
your install failed? And these are not "just" messages in the log?

Not sure if others have hit problems like this, but I encountered the 
following error while installing Dali from releases/staging.  I started 
from scratch again to try and reproduce and was unable to, so I guess 
this might have just been a localized hiccup.  I didn't have any 
problems installing from webtools/milestones.

An error occurred while collecting items to be installed
  session context was:(profile=SDKProfile, 
phase=org.eclipse.equinox.internal.provisional.p2.engine.phases.Collect, 
operand=, action=).
  Problems downloading artifact:
