My fault ... well, for telling you to remove old icu bundle.
DTP fully documented they "missed one" so a fully compliant stack is
not in their build yet.

And, from what I can tell, didn't even make their "next" build?!
I guess this didn't interfere with the JST part of the build, just
because of exactly what we pre-req.
That is, doesn't involve the still broken DTP bundle.
If you can indulge me, I'm going to try a PDE build "trick" we use in
Orbit, which makes the build
more forgiving of resolution problems (after all, it really only
matters at run time, mostly).
I've set
resolution.devMode=true
and we are probably abusing it a little in this case ... but, on my
local machine, the build at least completed.
Two steps forward, one step back.
Next build, to test this property change, should complete around 1 am
Eastern ... don't wait up, but expect
a cheery note from me in the morning.
