[wtp-releng] server.core needs re-release

Our 3.1 builds have been failing immediately (in 5 minutes).

I'd fix it, but not sure if tag should be v20081020, v20081020b, or what. 

I think there's several fixes waiting to get another "good build" so let's 
see if we can get this fixed and roll off another, before smoke testing?
