Hi Team,
wtp-releng Junit tests has been failing for quite a while on both 3.0.2
and 3.1 streams.
On the version report of each build
302 for example => http://build.eclipse.org/webtools/committers/wtp-R3.0-M/20080904004259/M-3.0.2-20080904004259/versioningReport_3.0.2.html
Anything in red on the version report page needs attention. Two commonly
overlooked sections are:
Whenever there are changes to the plugin, we cannot have qualifier
increases only.
The service segment number must be incremented whenever there have been
changes to a plug-in between releases that are not visible in its API.

With 3.0.2 GA upcoming (09/25). Please make this a priority to address.
In a service release such as 3.0.2, the service digit (3rd digit) should
also be incremented, then the corresponding features should also have its
service # incremented.
Example
In WTP 3.0 => Plugin X is at 3.0.8.qualifier
There is a bug fix in 3.0.2 that changes the plugin => Plugin X should
be incremented to 3.0.9.qualifier
Please aim to correct these by RC2 next week. Thanks!

Example
In WTP 3.0 => Plugin X is at 3.0.8.qualifier
There is a bug fix in 3.1 (above and beyond what's in 3.0.2) that changes
the plugin => Plugin X should be at 3.0.108.qualifier
However, there could be also be minor version increments in the 3.1 release.
The minor segment number must be incremented when a plug-in changes
in an "externally visible" way.
