[wtp-releng] No 3.1 build to declare this week

With moving up to the latest platform
prereq, we are now experiencing some compile errors on our latest 3.1 build.

This is due to some non-API we used,
and the platform now provides API.  Teams have been contacted and
are looking into resolving this issue.  We have also contacted the
platform team to leave some deprecated transition code in place to give
dependent teams more time to transition.

Due to the changes required to resolve
these issues.  We are declaring an "off-week" for
3.1, no smoketest or driver declaration for this week. 

Teams are encouraged to use the build
to test fixes, but please note the limitation that generic server adapters
would not work.
