[wtp-releng] Duplicated javax.wsdl plugin

Hello, 

I have noticed that in the wtp-sdk M7 archive the javax.wsdl plugin is
included twice with different vesions:
  - javax.wsdl_1.5.1.v200803061910.jar
  - javax.wsdl_1.4.0.v200803061811.jar

Is this duplication needed?

I know that it is completely valid to have one and the same plugin with
different versions. It is just our adopter's build infrastructure that
complains on such duplications and make our lives miserable when
adopting WTP. We would be very thankful if this duplication can be
avoided in the final release.
