Title: Message
I've
seen this when VEP is not installed properly. Try reinstalling
everything.

eclipse logfile ( .log) starting with:
org.osgi.framework.BundleException: The BundleLoader could not be
found: com.ibm.wtp.common.util_1.0.0
at
org.eclipse.osgi.framework.internal.core.BundleLoader.initialize(BundleLoader.java:168)
at
org.eclipse.osgi.framework.internal.core.BundleLoader.<init>(BundleLoader.java:119)
at
