The Xtext 2.9 migration issue was discussed in two previous meetings already:

However, you are right that such dependency changes should have been explicitly announced on the developer mailing list as well. Sorry for the unwelcome surprise :)

Regarding the Xtext dependency upgrade: the timing was really, really, really unfortunate. It's only the CEP module that uses Xtext, so please let me know next time.
