Define active. Usually by the time I get a chance to look at a release review or CQ it's already been taken care of. We don’t have meetings or status updates, so I’m not sure what else you’re expecting the PMC to do. I’d be fine with a round robin process for reviews, but given the basic state of the infrastructure, not sure how it could be easily implemented.
What you just did is a good sign or activity. If Jonah and me are so fast with PMC actions that others just can't pick anything it's good to know that in case of slowness there is someone else to do it.
I don't think taking shifts for reviews and etc. would help and it will definitely delay the process for projects so I would rather keep it that way.
Regarding meetings and status updates - I've thought about reviving the meetings although there is not much to discuss on such a meeting from my side. Do you have topics for such meetings? If anyone has please ask for such a meeting here.
