What Is the course of action you would recommend then? Should I submit these packages for IP review here or there  is a separate track  for Orbit?

You can put in Orbit, but things in Orbit should have full IP Review, since they are clearly "distributed by the Eclipse Foundation".

I would question, though, whether "being in Orbit" frees you from having to distribute. The "Orbit model" is that it is a repository of commonly used third party bundles, that multiple Eclipse projects might use, but if an Eclipse Project uses it, then it should distribute it as part of one of it's features. They should not have to direct users to "go to Orbit and install such and such" simply for usability reasons. Your project's install should be relatively a "one step" process that gives users all they might need.

No, this one doesn't sound like a "works with" exception. I believe other projects use/distribute (perhaps modified) forms of antlr?
