change") been in the RC builds? I assume "small API change"
means "small addition", not "small breaking" (if there
was such a thing :). Or ... a "change in behavior" of an API?
I assume your community has been well aware of this for a while?
I would say +1 conditional on positive
answers to the above, but I feel pretty strongly that in your release materials,
you should at least point to the bug that describes the API change. I do
believe adopters read such things, and should make it easy for them to
find out exactly what's changing.

Dear PMC Members,
I'm requesting PMC approval for the PTP 8.1.0 minor release [1] that is
scheduled to coincide with Eclipse Luna SR1. This release is primarily
a bug fix release, that incorporates work from the PTP Hackathon. The minor
version increment was the result of a small API change.
