[technology-pmc] PMC approval for technology.packaging 4.20.0 (aka EPP 2

Hello PMC members,

I would like to request your approval for the EPP 2021-06 release[1]. This is also a restructuring  review to update the scope of the project and to correct some past missed reviews of the project. Please have a look at the release review for areas addressed as part of this review.
