Michael,
1.3.1 is considered a bug-fix release and not a "minor" release. You don't need a PMC approval or release review for a bug-fix release. FWIW, I think it won't hurt if you provide a link to Bugzilla showing all fixed defects, though.
If you want to graduate out of incubation you shouldn't do this with a bug fix release. This should be done with a minor release and some more release as well as graduation information.
