I've done some experimenting and further reading...
It seems that only the Host can record, or can grant permission to record (although I couldn't get this latter item to work -- I had to grant Host access to allow recording). The URL you referenced above is a bit misleading. It sounds like anybody can record, but later in that post, it's quite clear that only the Host or a proxy can record:

The host must record the meeting or grant a participant the ability to record.
It also looks like only the Host or a proxy can mute individual phone lines, per the URL you referenced:
How To Mute Participants in Zoom
In order to mute participants in Zoom you need to either be the host
or cohost of a meeting. As the host or cohost of a meeting, you can mute
one, or all participants.
One alternative is to configure the meeting to automatically mute participants when they enter the call. At least this would require an explicit action by the user to participate, and it might prevent an errant caller from accidentally disrupting one of our calls per my earlier example. Since we all share this account, would you be okay with that type of change?
