I got this license header from Chris and saw something similar in random other
Eclipse projects I checked. Personally, I do not even have a clue what either
the projects or the project's IP log is. So just provide me with a proper legal
statement :)

The keys are for the self-signed example certificates and raw public keys of
DTLS. They do not belong to any real service or whatsoever. The thing was that
it is not trivial to generate the certificates correctly, so many people asked
to provide them for testing purposes.
