[technology-pmc] CBI Build and Test Dependencies

Greetings fellow distinguished members of the Technology PMC.

The CBI project has a handful of dependencies that I needs to have declared as build and test dependencies.

It is my opinion that this meets the criteria. These libraries are all needed as part of the build process, they are not distributed, and they are not required by the generated end-user bits.
