Greetings PMC.

We have a request for a "works-with" declaration in CQ 7892 [1]. I believe that it meets the criteria.

We believe this is a 'works with' dependency. Kura uses this JNI (and libnl
underneath if present as a shared object library) to 'scan' for available wifi
access points.  If this mechanism fails (meaning the the libnl shared object
library is not present), it falls back to using system calls.  If the system
calls fail (meaning the Linux utilities are not present), the scan itself fails
with an error message.  This is not core functionality of Kura and is a nice to
have addition.  So, Kura still works even if none of these dependencies (libnl
or the Linux utilities called via Runtime.exec()) are present.
