Correct, there is no requirement to attach source code in a dependency only
situation.
However, the Guidelines for Third Party Dependencies [1] does require the PMC
for the project to document all "works with" and "prerequisite"
dependencies between Eclipse Foundation code and non-Eclipse Foundation code.
As part of this process, the PMCs will be expected discuss and vote on the
discussion. This is typically arranged via the PMC Mailing List.
When the discussion/vote concludes, the URL to that discussion is provided here
and we then process the CQ. At this time, I'll move the CQ to "awaiting pmc".
Often, we have to manually wrestle the automatic workflow in this situation as
we work through the CQ...apologies in advance for notification noise...
