[technology-pmc] Third party dependencies and Tycho

Greetings Technology PMC.
The Tycho project is in the process of sorting out their dependencies in
preparation for their move of their existing code base into Eclipse.
As part of this, there are a number of test dependencies that we're
going to try something new with: we're going to create a single
"Works-with" dependency containing all of the test dependencies together
(rather than bajillions of separate ones). These dependencies will *not*
be distributed directly by the project.
Also, we're going to create an "Exempt pre-req" dependency on Maven on
the basis that anybody who uses Tycho will have Maven installed already.
One of the challenges here will be to define what "Maven" means. Does
this, for example, include "standard" Maven plug-ins?
Before anything can be declared Works-with or Exempt Pre-req, it needs
to be discussed publicly by the PMC. The discussion has been started on
Bug 342809 [1]. Please join in.
