Does anyone see a problem with this?

I think this is good for Linux Tools as it provides more help if
devhelp is available.

I'm also satisfied with it meeting the workswith conditions since
things will work without it there.

PMC:  The linux-distros project is requesting use of this package as a
"workswith".

Please discuss in a public forum such as your PMC's mailing list.  After you
are satisfied the request meets the "workswith" conditions outlined in
http://www.eclipse.org/org/documents/Eclipse_Policy_and_Procedure_for_3rd_Party_Dependencies_Final.pdf,
then update this CQ:

a)  provide the URL to the discussion space and
b)  provide +1 on this CQ
