This is a great question, Eric.

Sadly, I have been less than transparent with this; I'd like to correct 
that oversight.

The contribution questionnaire lists the following authors:

Jeff McAffer : 31.6667%
Simon Archer : 31.6667%
Paul VanderLei : 31.6667%
Holger Staudacher : 1%
Benjamin Muskalla : 1%
Ralf Sternberg : 1%
Ed Merks : 1%
Ian Bull : 1%

The last five appear to have only contributed a small amount of code. 
However, they have contributed significantly to the project in terms of 
design and other input. Further, there is additional work to be done 
that will be undertaken by these developers. There is precedent for 
accepting code written by one set of developers along with a different 
group of committers who will carry the contribution forward.
