[technology-pmc] Linux Tools SystemTapGuiServer "WORKSWITH" Dependency

Greetings Technology PMC.

The Linux Tools project has requested that their dependency on 
SystemTapGuiServer be declared a "WORKSWITH" dependency per the Policy 
and Procedure for 3rd Party Dependencies [1] document.

From the CQ:
> The SystemTap editor of the Linux Tools project needs this
> server code (EPL, written in C++) to be running on the machine the user wishes
> to target.  It will be obsolete in the near future but we need it as a
> dependency of our 0.3 release.

> Note that we will not be actually distributing but depending upon this code. 
> It will be a \"works with\" dependency.
