[technology-pmc] IP issue with IAM project

Tech PMC members,

The IAM project notified us that one of their committers recently checked in some code (an Apache library) to the repository without first submitting a CQ. The code was removed, the CQ was submitted, and the IP Team and EMO were notified. This is to let you know that there may be a need for some education / re-education on the IAM project. Thanks.
