I wouldn't look at it as delegating the responsibility since Technology PMC would still be ultimately responsible for approving all sub projects and would still be ultimately responsible for pocking projects with a stick to see if they are alive or not. Nexus can help manage these responsibilities, but I do not believe the development process allows PMC to delegate them. In any case, this is not the primary purpose for creating something like Nexus.
I see the primary purpose of Nexus as a way to organize people who are willing to pool effort to setup the infrastructure to make it easier for small projects to get started: build, CC, website, project proposal templates geared towards small projects, FAQs, evangelizing, hand-holding, etc. These tasks are not something that I would expect Technology PMC to be able to take on.
It's hard to know ahead of time how many micro-projects we will be able to attract. In my opinion, the number of projects will correlate directly with the degree to which complete project creation and setup is a turn-key solution. Right now, it's rather difficult to get going, so we don't see many (if any) micro-projects being created.

I'm relatively new in the PMC. But I think that having a separate
project is basically just delegating the work from the PMC to a
dedicated "working group".
I wonder how large that "large number of micro-projects" really will be.
Frankly, I think if we handle that pragmatically then we can start
without such a project and see how it scales. If it doesn't scale well,
then we will create such a project.
