[technology-pmc] Committer vote for Ralph Sternberg has been approved by the PMC 
technology PMC Members,
The PMC has approved the vote for Ralph Sternberg's full Committer status
on the technology.rap project. The next step is for the project lead to
fill out the online new committer form
