In order to simulate the start-up lost time in sumo, I think the mechanism and effect of using"u", using extral red time and using traci.vehicle.setactionsteplength are the same. Am I right?

'u' encodes 'upcoming green'. In the real world this can often be found as 'red+amber' lights. In the simulation it is shown as orange. Vehicles treat this like a red phase. The main use of 'u' over 'r' is to make the program easier to interpret by the
human viewer.

I read the description of 'u' on sumo's website(traffic signal light), but I didn't understand what its actual role was. Because I saw in the post
https://github.com/eclipse/sumo/issues/7832 that someone uses 'u' to simulate the start-up lost time of a vehicle when traffic signal light changes from red to green , I want to know what its role is.

Yes. The headways measured at the stop line decrease from ~3.5s to ~2s over the first 4 vehicles.
The effect is fairly robust relative to simulation step length and action step length and depends strongly on the desired vehicle acceleration and of course desired headways (tau).
However, there is currently no way to calibrate this independently for startup and general car-following.
