Thank you, Jakob, for the fast reply. That is very likely the reason. I only set a value for "probability", "begin", "departLane" and "departSpeed". I didn't include "end", so maybe there is a default value for "end"
that caused the flow to stop. I couldn't find the default values in the current documentation

Also, is there a way to set 'infinity' as the "end", so the flow never stops as long as the simulation is running?

<flows> have a fixed number of vehicles usually configured by setting and 'end' value along with another value describing flow rate (number, probability, vehsPerHour).
Possibly, your flow has just run out which could be prevented by changing its parameters.
