Thanks Jakob. As suggested, I tried changing delimiter in command line but still not getting expected route xml.
command used:
csv2xml.py "C:\Users\Bhushan\Sumo\rou.csv" -d "," -t "vehicles" -x "http://sumo.dlr.de/xsd/routes_file.xsd" -o "C:\Users\Bhushan\Sumo\rou.xml"
