[qvto-dev] Signing protection

OCL and QVTd have moved to a HIPP (a project specific Hudson instance),
which is the recommended solution to the extreme instability problems
with the communal Hudson.

In doing so the mdt and mmt signing area protections were upgraded. It
is possible that the protection for QVTo might malfunction, so if you
see a permission failure, you know what to blame.
The move was pretty painless so I can recommend it to QVTo.
- Request change
- update all references to Hudson jobs to the new URLs (browser
shortcuts, cron jobs, PMI, interrelated builds)
- change configuration to use the master instance
- change configuration to use JDK 1.7 latest
How to embed publisher.ant/promoter.ant to get direct transfer to
downloads remains to be investigated.
Since QVTo uses the similar builds and so the same unexciting Hudson
plugins as OCL and QVTd, QVTo is welcome to move to the OCL (+QVTd) HIPP.
