I could reproduce this problem and it also happens in ppc64BE, so
it does not seem to be a LE issue

Hi Beth.
My target system is a ppc64le machine running Ubuntu 14.10. I know
that there is SDM built for this new architecture which worked with the
PTP 8.0. I saw some changes in the PTP code regarding SDM, but I can't
state this is root of this failure.

Unfortunately, there seems to be a bug introduced by the fix to bug 408513
that disables synchronization.
Apologies for not testing this more thoroughly earlier. I'll continue
investigating
and update the bug report.
The good news is that we can simply revert this commit for RC4 if necessary.
