Claude is right: that's the best way to make the changes if you want
to change the tab width or "replace tabs with spaces" setting for all
Eclipse text editors.

There is also a way to change the tab width only for Fortran.  Click
on Window > Preferences (if you're on Mac OS X, it's Eclipse >
Preferences), and navigate to the Fortran > Editor category.  There
are some Fortran-specific settings there, so you can change the tab
width and/or replace tabs with spaces only in Fortran editors.
