While M2 did help some there are still excessive and frequency workspace builds using M2.

The M2 build does appear to rebuild quicker and less frequently.

It is most likely this bug: https://bugs.eclipse.org/bugs/show_bug.cgi?id=536990.
If you can, try to upgrade to latest nightly 4.9 build.
If not, you can enable tracing like described in https://bugs.eclipse.org/bugs/show_bug.cgi?id=536990#c12.
