Those were bad package namespaces from an earlier version of the Gerrit patch set. They don’t exist on the master branch.
How did you get these? You must have checked out that earlier patch set for code review or testing or something, which is why the directories are still there (git doesn’t remove them) but empty.
There is nothing else to import. Commit 3d3cff2ba9ac1a50f6c284eaadc0da453a6498df definitely has the files that you need.

I just pulled the repo and got many errors which
seem due to the new system element profile missing generated code
(below).
Isn't that code supposed to be committed to the repo? If not
how are they to be generated?
