[orion-dev] doc for new users from Eclipse committer community

I've started a wiki doc that gives an overview of Orion, which is targeted toward Eclipse committers, who will be given access to the Orion server at eclipse.org. It walks through the basic features of M5, with emphasis on the features important for the remote server use case (import/export) rather than the self hosting features (link folder, git, etc.) It's also a chance to point to any bugs or add any warnings/caveats for the most common use cases.

I wasn't sure of the process for committers getting their credentials, so the first paragraph needs to be corrected by someone who does know this.

Of course, all edits and additions are welcome...
