[orbit-dev] Declaring Build: R20180905201904 (2018-09)

Hello all,

I'm declaring R20180905201904 [1] as our contribution for SimRel
2018-09 [2].

This is the same as our 2018-09 RC2 contribution, except the 'S'
(stable) has been replaced with an 'R' (recommended) to signify that
this is the final build and our intent to retain it indefinitely
(unlike S builds, which can be removed once the R build is released).

As our previous S build, this a composite repository combining a newer
build (R20180829150157) that is based on the last good build from CVS
(20160520211859, Neon) [2] and the same bundles from the 2018-09 RC2
contribution to orbit-recipes [3].
