There is typically no deep reason for this. Just depends on what the 
original Orbit committer wanted to do.

If *you* want to add source for them, you should check the "CQ" for them 
since one question they ask is if "source and binary" or "only binary". 
Typically if you wanted to do source too, you need to comment in the CQ 
(and reopen, I guess)  so that it gets tracked appropriately. Not sure 
if there is much time/effort into approving those. AFAIK, there is no 
legal reason not to distribute source, but it is probably prohibited for 
some specific cases or types of licenses.
