[oniro-wg] Oniro, from Incubation to Operational

Dear colleagues at Oniro,

yesterday Mike M., Executive Director of the Eclipse Foundation, approved the 
transitioning of Oniro WG from the Incubation stage to the Operational stage, 
according to the EF Working Group Lifecycle[1].

This is a key accomplishment for any Working Group at Eclipse Foundation. In a 
nutshell, this steps means that we have in place all the elements that allow 
us to make Oniro an Open Source, Open Governance and Vendor Neutral ecosystem. 

Take a moment to celebrate. It is the result of a lot of work for many of you.
