They were just added/still in progress and so update site isn't yet
available.
You can get them from the recent ECF daily builds though:
http://www.eclipse.org/ecf/dailies.php
ECF Extras (including skype): http://ecf1.osuosl.org/dailies.php
You will want to get the zips from 20080103-1600
To access, right click on buddy list entry (skype or xmpp) and select
"Send Screen Capture".
Of course, for proper reception and display the receiver must be using
ECF client as well.
