why does schematron need the lower bound of “0” versus the “1”

The consulting work of Darren showed this as part of his analysis; initially, the lower bound of zero was required to align with hand-crafted schematron (the generated schematron should look "similar"). So it's useful to be able to switch between the lower bounds regardless the underlying logic - it will document the usage of 0 and 1 constants in the source code as well :)
