For Maven plugin development (and Maven core development) you can use
[1]. It includes known-to-work-together versions of m2e, maven
development tools, plexus and sisu/jsr330 annotation processors, and
everything else you need to work Maven and Maven plugins in Eclipse.
This is what we use.
