[jts-dev] JTS 1.18 released

The JTS team is happy to announce the release of JTS 1.18, just in time for Christmas 2020.

The biggest improvement in this release is OverlayNG.  For information about it see the package doc and the blog posts listed below.  Note that in this version it is enabled via a system property -Djts.overlay=ng (or it can be accessed directly through its API).  In the next release it will likely become the default overlay code.
