Re: [jts-dev] Published Javadoc

As JTS moves to LocationTech, I think it'd be good to begin tracking older versions.  Especially since JTS 2 is on the horizon!

FWIW on the Spatial4j project I publish the javadoc on releases to GitHub's gh-pages branch.
